California has recently made several important updates to the program, including new workforce diversity provisions, more funding for the Career Pathways Training Program, and protections on the Production Pilot Program.

For the first time since the program's inception in 2009, the tax credit will be refundable. This change will take effect on July 1, 2025, providing more assistance to filmmakers.

The program is receiving more applications each year. However, California has lost production spending due to limited funding and increased competition in other states. According to the data, between 2020 and 2024, 71% of California's rejected projects were later filmed outside the state.

“Hollywood is the cornerstone of this city and our economy and our message to the industry today is clear – we are with you,” said Mayor Karen Bass.

Key 2024 Projects

September 2024: 19 projects, including 15 independent films, supported by $51.6 million, expected to generate $284.4 million in spending.
July 2024: HBO’s “Latitude” and other television projects, $58 million in tax credits, expected to generate $386 million over 438 filming days.
March 2024: Amazon’s “Fallout” moves to California, awarded a $152 million tax credit.
December 2023: $400 million allocated to big projects like “The Mandalorian.”
